Oslo, Norway - August 21, 2025 - The Norwegian Parliament (Stortinget) has approved the partial adoption of the Renewable Energy Directive II (RED II) as part of the EU’s fourth energy package, marking a pivotal step toward deeper integration with European renewable energy policies. Ratified by the EEA Joint Committee on July 11, 2025, this decision reinforces Norway’s alignment with EU climate ambitions and provides a stronger framework for the country’s renewable energy markets.
The Internal Electricity Market Directive (IEMD), which requires suppliers to disclose the origin of electricity and verify renewable claims via Guarantees of Origin (GOs), remains excluded from Norway’s adoption package for now. However, RED II adoption is expected to lay the foundation for broader uptake of GOs in the years ahead, improving transparency and boosting market liquidity.
GO Market Momentum Builds
Norway’s renewable electricity consumption reached an estimated 139 TWh in 2024, yet only 47 TWh of GOs were cancelled to verify this usage. This indicates significant untapped potential for the GO market as regulatory frameworks strengthen.
At the European level, the Association of Issuing Bodies (AIB) reported 1,350 TWh of GO cancellations in 2024, reflecting a 5% increase from the previous year. The growing volumes across Europe highlight the rising demand for verified renewable electricity and signal positive momentum for certificate markets. With RED II entering into force, Norway is now positioned to participate more actively in this expanding European market, unlocking new opportunities for renewable energy producers, suppliers, and corporate buyers seeking to substantiate their green consumption claims.

The implementation of RED II coincides with the rollout of the Corporate Sustainability Reporting Directive (CSRD), which imposes stricter disclosure requirements on energy sourcing and emissions for thousands of companies operating in Europe.
